This week we’re going to be talking about an important area of college financial planning that for many parents is often very confusing: that is, 529 plans. For many of the parents we work with who have students in their sophomore,[link widoczny dla zalogowanych], junior or senior year in high school understanding what 529 plans are and whether they can be useful is an important question that needs to be answered. So in order to best answer this question we’ll first start talking about the purpose behind 529 plans.
The purpose behind 529
529 plans are a type of savings vehicle designed specifically to help families financially prepare to send their children to college by making consistent contributions to the fund before the student attends college. With total 4 year college expenses for 2010 totally anywhere from $30,000 up to $300,000 and rising 6% per year the United States government has recognized that for many parents raising the necessary cash to pay for college needs to be a long term strategy. With that in mind,[link widoczny dla zalogowanych], the IRS in 1996 created section 529 which allowed a special tax exempt investment vehicle to be created to help make saving for college easier for families across America.
529 plans are similar to other mutual funds or investment accounts in that when you make contributions to the plan the 529 fund manager will invest those funds into a diverse array of stocks, bonds etc that correspond to the investment goals outlined by that manager. 529 plans differ however in that the manager who runs these funds have to adhere to the specific guidelines and regulations inherent to the plan in order to better ensure that the funds are conservatively invested in ways to make sure the money is available for families when the student is ready to attend college.
A 529 Plan is an education savings plan operated by a state or educational institution designed to help families set aside funds for future college costs. It is named after Section 529 of the Internal Revenue Code which created these types of savings plans in 1996.
529 Plans can be used to meet costs of qualified colleges nationwide. In most plans,[link widoczny dla zalogowanych], your choice of school is not affected by the state your 529 savings plan is from. You can be a CA resident,[link widoczny dla zalogowanych], invest in a VT plan and send your student to college in NC.
Enrolling in a 529 plan
There are two ways to invest in a 529 plan.

Here are the top advantages and disadvantages of 529 plans as indicated by the College Planning Saturday staff:
Top Advantages
• All the account’s earnings are exempt from federal tax when they are withdrawn if they are used for qualified education expenses. This means that,[link widoczny dla zalogowanych], unlike the taxes you have to pay on earnings from regular stock investments, you won’t pay any tax on the 529 account earnings unless you end up using the money for something other than higher education. Earnings are currently tax-deferred in most states as well.
• A break on the earnings tax isn’t the only tax advantage, either. Although your contributions aren’t pre-tax (you pay state and federal tax on the money you put into the account), there are some states that let you deduct a portion of your contributions from your state taxes.
• Unlike custodial accounts or Education Savings Accounts (ESAs, IRAs) the beneficiary does not gain control of the money at a specific age (usually 18 or 21 for those types of accounts). The account owner always has control of the money. This helps lessen that parental anxiety that their children may use the money for purposes outside college expenses.
• There are no restrictions on who can open a 529 account for whom. You can open an account for your child, a friend’s child, a relative or even yourself.
• Anyone can contribute to the account
Top Disadvantages
• This may not be suitable strategy for someone who has child about to go to college in less than 2-4 years. It would be better to invest in a traditional mutual fund as the fund expenses would be much lower than in the 529 Plans.
• Investing in a 529 plan may reduce a student’s eligibility to participate in need-based financial aid.
• A withdrawal for non-education purpose may be subject to income tax on the gains only and an additional 10% federal tax penalty on earnings.
• Of the 45 states that have established plans, 27 of them charge expenses of more than 1% per year and 10 of those states take additional sales loads. These fees are considerably higher than those normally charged in a regular mutual fund or investment account
How 529 Plans Work in Action
Here is a simplified example of how 529 plans works:
You file the FAFSA aid application when your child is a senior in high school. Let’s say you have a 529 savings account (you are the owner,[link widoczny dla zalogowanych], not your child) with $20,000 in it of which $10,000 represents your original contribution and $10,[link widoczny dla zalogowanych],000 is earnings.
Year 1:
Your eligibility for federal financial aid this year will decrease by no more than 5.64% of the account value,[link widoczny dla zalogowanych], or $1,[link widoczny dla zalogowanych],128 ($20,000 x 5.64%). Assume there is no further appreciation in the account and you withdraw $5,000 in the fall to pay for the first semester college bills.
Year 2:
You have $15,000 left in the account when you apply for aid for sophomore year, and you will again be assessed up to 5.64% of the account value or $846 ($15,000 x 5.64%). The $5,[link widoczny dla zalogowanych],000 withdrawal brought $2,500 of excluded earnings with it,[link widoczny dla zalogowanych], but as indicated above, none of the withdrawal is counted as financial aid income.
The federal aid formula is more complicated than what is described here,[link widoczny dla zalogowanych], but this gives you a general idea of how to calculate the financial impact of a 529 savings account.
Sound complicated? It is. And we are only talking about the federal financial aid rules her-each school usually sets its own rules when handing out its own need-based scholarships, and many schools are starting to adjust awards when they discover 529 accounts in the family. Also consider that the federal financial aid rules are subject to frequent change. Finally, remember that most financial aid comes in the form of loans, not grants, and so you end up paying it back anyway if you don’t understand how the school incorporates 529 plans into their financial aid award decisions.
The Bottom Line
The bottom line about 529 plans is that fundamentally they operate as a savings account. This means that if you choose to use one you need to make sure you start early so that the accumulated earnings will have the opportunity to grow enough to benefit the family. It’s also important to understand comprehensively how 529 plans are handled by the college’s financial aid office so that your hard work and savings aren’t penalized by the institution reducing your family’s financial aid award because you have one. Last, like all savings accounts with assets invested in the market it’s incredibly important to understand what type of account you have so that you properly understand the level of risks and rewards within the plan so you have a good forecast of what your projected out-of-pocket costs will be when the tuition bill arrives.

In my experience, most of us need someone to support us in the journey to true Self understanding. I would love to be your guide, to help you wake up from the Groundhog Day dream in which you’ve been living.
So your pain, disappointment and frustration with your love life has nothing to do with the men or women who’ve been a part of it! It’s not them. Brace yourself: It’s you. If your “shape” remains unchanged,[link widoczny dla zalogowanych], you will always and only continue to attract the same kinds of partners. Groundhog Day will continue—eternally—unless you put your full attention on your personal evolution, on letting go of your fear-driven, false egoic self.
Who you believe yourself to be, your state of consciousness, your deepest (and often unconscious) beliefs about yourself are magnetically at work attracting another person who sees themselves the same way. If you don’t love yourself, you’ll attract a partner that doesn’t love themselves. If you believe you’re worthless, empty or flawed, you’ll attract a partner who sees themselves as worthless, empty and flawed.
After a series of bad or unsatisfactory relationships, people often come to me for help being that I’m a Relationship Coach. They are hurting, confused and extremely frustrated. They tell me that their love life is like the movie Groundhog Day—each person they get involved with turns out to be just like the last one. Either the men are self-centered, emotionally unavailable and fearing commitment or the women are shallow, materialistic and carrying a ton of baggage.
Why do you think abusers and abusees find each other,[link widoczny dla zalogowanych]? Why do people who over function in relationships (care-givers) attract under functioning (selfish) partners,[link widoczny dla zalogowanych]? Why do you think domineering men find subservient women? Do you think this kind of thing is a coincidence? Please. It’s the Law of Attraction.
They say, “Roy, I’m experiencing the same man or woman over and over again. They may look different on the outside,[link widoczny dla zalogowanych], but in reality, they’re the same person. I’m sick of it. I want you to teach me how to use the Law of Attraction so that I can experience a fulfilling love life.”

For the longest time,[link widoczny dla zalogowanych], I was “Casanova” in my relationships. I took care of women. I spoiled them. I, therefore, attracted damsels-in-distress, women who needed to be taken care of. The hero-rescuer needs and attracts the needy, overwhelmed victim. They go together.
The only question is this: Are you going to use the Law of Attraction consciously or are you going to continue to be used by the Law unconsciously? Are you going to continue playing the victim, complaining and blaming your love life on the “fact” that there are no good men or women out there? Or are you willing to radically shift your inner state of consciousness,[link widoczny dla zalogowanych], your level of psycho-spiritual-emotional development, which of course, leads to attracting a partner who fits this “new” you?
The game of tennis is another way of understanding this. In order to play the game effectively, you have to play with someone whose game is like yours. If you’re a good player and the person you’re playing with is a beginner, it won’t work, and vice versa. Sure, a good player can teach the game to a beginner, but the two of them can’t play each other. You have to be on a similar level.
The Law of Attraction means simply this: Like Attracts Like. It’s the law of magnetic reciprocity. It means that you, yourself, have a particular psycho-spiritual-emotional “shape,” much like a piece of a jigsaw puzzle. And you are always and only going to attract, match, fit, and have chemistry with, another “piece” that is reciprocally shaped like you. In other words, one that fits you. This is your reciprocal partner.
All that’s needed is a serious commitment to seeing yourself clearly. That is my definition of enlightenment, by the way—seeing yourself clearly. Ask yourself this: What has been your relationship M.O.,[link widoczny dla zalogowanych], your love life persona? What inner beliefs,[link widoczny dla zalogowanych], patterns and commitments do you have to let go of? Your love life has been disappointing because you’ve been believing things about yourself that aren’t true. You’ve been stuck, albeit unconsciously, loving from a fictitious self. Your mission, should you choose to accept it, is to discover who you truly are.
Now, if you think they were confused and frustrated before, you haven’t seen anything yet. They look at me like I’m from Mars when I tell them, “You already are using the Law of Attraction.” Their face scrunches up and they grunt, “huh?” I continue. “Yes,[link widoczny dla zalogowanych], not only are you already using the Law of Attraction, you’re always using it. There is never a time in your life that you aren’t. You cannot not use the law. It is at work in your life every second of every day whether you know it or not. Every single thing you are experiencing in your love life (and your professional life too for that matter) is the result of the Law of Attraction.”
It’s the same in your love life. The reason you keep attracting the same person over and over again is that your “shape” or your “game,” if you will, remains unchanged and therefore continues to fit the same kinds of people. You have zero chance of attracting a different kind of person.
Why do you think addicts attract enablers? Why do you think needy, clingy women attract men who are afraid of commitment? They GO together. They’re reciprocally compatible—like two pieces of a puzzle. This is the Law of Attraction and it’s always at work in your life. Like (who you are) Attracts Like (someone who perfectly matches you).
If you think the problem is them you’re not getting it. If you think you only need to make a vision board and feel into the kind of man or woman you want, you’re not getting it. If you’re exclusively relying on a list of qualities and characteristics you want in a partner,[link widoczny dla zalogowanych], you’re not getting it. If you think you need to hang out in places where a higher quality of people frequent, you’re not getting it. If you think you need to change your appearance; if you think you need to understand the opposite sex better; if you think you need to master tips and techniques found in magazines like Cosmo or Men’s Health, you’re not getting it. THERE IS NO NEED FOR ANY OF THAT!
Whether you are aware of it or not, the people you are attracted to, the people you feel chemistry with,[link widoczny dla zalogowanych], are like you. You match and compliment one another. There’s a psycho-spiritual-emotional reciprocal compatibility. Like attracts like. They are on the same level; they play just like you. Like cookies and milk, pieces of a jigsaw puzzle or tennis partners,[link widoczny dla zalogowanych], you go together.

Intellectual children can be protected from the judgements of others who don’t understand their need to withdraw or other antisocial behaviours by parents who limit the extent of their social engagements. Practising mindfulness to better tolerate emotions of anxiety and helplessness go a long way. All of these thoughts create an emotional state that goes along with it. Being stressed before the holidays start is a self created mental state. These thoughts cause people to go into their Survival Style and instead of striving to create the best experience of the season. The emotional state that is created by these thoughts colours how situations are seen and people are responded to.
